Introduction

The QBO (http://quangbinhonline.com) is an online community of young people who love Quang Binh and want to contribute to the development of this poor land. It has successfully carried out several wonderful projects with huge impact to the province, such as Books for the White Sand Land and Merit Scholarships for Needy Students.

Nowadays, English has become more and more important not only in the academic world but also in professional activities. It has always been considered as a fundamental subject in every university. Performance in English contributes substantially to students' average scores and affects their scholarship opportunities, especially for those who want to study abroad. English is the main scientific language which opens the door to the immense world of human knowledge. Many universities in our country are currently cooperating with foreign universities in order to improve the quality of their education. Fluent in English is the basic requirement to be admitted and to perform well in such universities. Moreover, due to the country's recent open policy to worldwide business, English is - now more than ever - the key to a successful professional career. Almost all high-paid and desired positions require proficiency in English.

Unfortunately, many Quang Binh young people fail badly in their academic and professional endeavors due to their poor English skills. Acknowledging this sad reality, QBO is now finding ways to make a change. The QBO English Writing Contest is created in this spirit.

The goal and the spirit of the contest

The contest’s emphasis is to motivate young people to study English enthusiastically and not to compete merely for prizes.
Prizes are only considered as a small encouragement to the participants. We will judge each essay fairly and objectively in order to guarantee a successful contest.

The contest is organized by the QBO with sponsorship from the Vietnamese International Student Association (VISA) at Texas A&M University, Texas, U.S.A.

We are honored to announce that the official website of Quang Bình province, QBNet (www.quangbinh.gov.vn), is now supporting the contest by updating the contest information regularly as a special activity of the province at www.quangbinh.gov.vn/contestants.

We also welcome the English Language Institute (ELI) at Texas A&M University to be a sponsor for the contest. Moreover, Dr. Clark, director of the institute, is now the contest's academic advisor.

The organizers are looking for the sponsorships and supports from other domestic and international organizations in order to enhance the credibility and financial capability for the contest.

The contest

Eligibility:

We now welcome all Quang Binh people 22 years old or younger (born after 12/31/1985) to join this contest.

Schedule and content of the contest:

The contest will take place from March 26th to May 30th with two rounds according to the following schedule:

The first round: This round will consist of a personal introduction essay. The purpose of this round is to test the contestant's basic English capability. Time for submission is between 3/26 and 4/20/2008.

The second round: This round will consist of an essay on a topic chosen by the organizers. This round will test the contestant’s ability to write a good essay in English. Time for submission is between 4/20 and 5/15/2008.

Result announcement: The final result will be announced by May 30th on the forum of QBO, QBNet and via emails to all contestants.

How to participate:

If you would like to participate in the competition, you may enter the first round by sending an introduction about yourself to the email address qbowriting@yahoo.com. The introduction can be either attached as a Microsoft Word file or directly written in the email. Submissions for the first round are due by April 20th. You can improve the quality of your submission by reading posts for instructions on the forum http://ewcontest.quangbinhonline.com/

Those who pass the first round will receive an email from qbowriting@yahoo.com with instructions to write an essay to compete in the second round. Each essay competing in the second round will receive suggestions for (optional) improvements from the judges, or in some special cases, from the academic advisor of the contest. The completed essays will be posted on the QBO forum QBNet in order to ensure an interactive and objective contest. The author can either choose his/her real name or nickname for his/her essay. Submissions for the second round are due by May 15th, 2008.

Rules

1. Each contestant has three chances to submit his/her work for each round. The contestant will be judged based on his/her best submission.

2. The contestant can use any auxiliary tools (such as a dictionary or English grammar books) in composing the essays but he/she has to use his/her own ideas and writing.

3. If the contestant uses one or more sentence(s) from any other work, he/she has to cite it at the end of the submission. Plagiarism is completely unacceptable in this contest.

Prizes

The committee will chose three winners from the second round for prizes as follows:

- One first prize: $100 or a gift with equivalent value, and a certificate from QBO.

- One second prize: $50 or a gift with equivalent value, and a certificate from QBO.

- One third prize: $30 or a gift with equivalent value, and a certificate from QBO.

All the contestants competing in the second round will receive a certificate from QBO. The certificate will not only be useful for the contestant’s application for the QBO Merit Scholarship for Needy Students but also can be used as a proof for his/her proficiency in English and extracurricular activities.

Giới thiệu

QBO (www.quangbinhonline.com) là cộng đồng mạng của những người yêu quý Quảng Bình và muốn đóng góp cho mảnh đất nghèo khó ấy. Cộng đồng đã thực hiện thành công một số dự án có tầm ảnh huởng lớn đối với tỉnh nhà, tiêu biểu là chương trình Sách Cho Miền Cát Trắng và Quỹ Khuyến Học Trực Tuyến.

Ngày nay, Anh Văn ngày càng trở nên quan trọng không những trong lĩnh vực học thuật mà cả trong những hoạt động kinh tế, nghề nghiệp. Tiếng Anh luôn là môn học cơ bản ở tất cả các trường đại học. Điểm và khả năng Tiếng Anh luôn đóng một phần lớn trong điểm trung bình và cơ hội đạt được học bổng của sinh viên, đặc biệt là việc tìm kiếm học bổng du học. Tiếng Anh là ngôn ngữ khoa học chính mở ra một chân trời lớn của kiến thức nhân loại. Nhiều trường đại học trong nước đang liên kết với các trường đại học nước ngoài để nâng cao chất lượng đào tạo. Khả năng Tiếng Anh tốt là đòi hỏi cơ bản cho việc được tuyển vào và học tập tốt ở các trường đại học này. Hơn nữa, sự mở cửa của đất nước trong thời gian gần đây đối với nền kinh tế toàn cầu, Anh Văn hơn bao giờ hết là nhân tố quan trọng trong thành công nghề nghiệp của mỗi cá nhân. Hầu hết các công việc được yêu thích đều yêu cầu trình độ Tiếng Anh nhuần nhuyễn.

Đáng tiếc là rất nhiều thanh niên Quảng Bình thất bại nặng nề trong các cố gắng nghề nghiệp cũng như học thuật chỉ vì trình độ Tiếng Anh nghèo nàn. Thấy được sự thật đáng buồn này, QBO đang tìm cách riêng của mình góp phần tạo sự thay đổi và cuộc thi viết Tiếng Anh QBO được tạo ra trên tinh thần đó.

Tiêu chí và tinh thần của cuộc thi

1. Cuộc thi không nhấn mạnh vấn đề hơn thua mà chủ yếu tạo ra một phong trào học tập Tiếng Anh say mê trong các bạn trẻ.

2. Mặc dù giải thưởng chỉ mang tính chất khích lệ nhưng các bài thi sẽ được đánh giá công bằng và minh bạch để tạo thành công cho cuộc thi.

Cuộc thi được tổ chức bởi Diễn Đàn Quảng Bình Trực Tuyến với sự tham gia tài trợ của Hội Sinh Viên Việt Nam Du Học tại Đại Học Texas A&M, Hoa Kỳ.

Chúng tôi cũng vinh dự để thông báo rằng trang web chính thức của tỉnh Quảng Bình, QBNet (www.quangbinh.gov.vn) sẽ hỗ trợ đăng tải và cập nhật thông tin trong suốt thời gian diễn ra cuộc thi trên một chuyên mục dành riêng cho cuộc thi viết luận này tại địa chỉ: http://www.quangbinh.gov.vn/Contestants.

Chúng tôi cũng vui mừng để thông báo rằng viện ngôn ngữ Tiếng Anh của đại học Texas A&M đã đồng ý hỗ trợ cuộc thi trên phương diện học thuật, cụ thể là viện sẽ tham gia vào việc hỗ trợ thí sinh trong quá trình diễn ra cuộc thi và tham gia đánh giá, xếp loại bài thi ở vòng chung khảo. Hơn thế nữa, giám đốc viện, tiến sĩ Clark, sẽ là cố vấn học thuật của cuộc thi này.

Ngoài ra ban tổ chức đang liên hệ với các tổ chức trong nước và quốc tế khác nhằm tăng cường uy tín và khả năng tài chính cho cuộc thi.

Tổ chức cuộc thi

Đối tượng tham gia:

Chúng tôi trân trọng mời tất cả các bạn trẻ Quảng Bình từ 22 tuổi trở xuống (sinh sau ngày 31/12/1985) nhiệt tình tham gia cuộc thi này.

Thời gian và nội dung thi:

Cuộc thi sẽ diễn ra từ ngày 26/3-30/5/2008 với lịch trình cụ thể như sau:

Vòng một: Thí sinh sẽ được yêu cầu viết một bài tự giới thiệu bản thân. Vòng thi này nhằm đánh giá khả năng sử dụng Anh Văn cơ bản của thí sinh. Thời gian nộp bài thi: 26/3-20/4/2008.

Vòng hai: Thí sinh sẽ viết một bài luận về một trong các chủ đề mà ban tổ chức lựa chọn. Vòng này đòi hỏi thí sinh thể hiện khả năng Anh Văn tốt để hoàn thành một bài luận hoàn chỉnh. Thời gian nộp bài thi: 20/4-15/5/2008.

Công bố kết quả: Kết quả cuối cùng của cuộc thi sẽ được thông báo vào 30/5/2008 trên diễn đàn QBO, trang thông tin tư liệu của tỉnh Quảng Bình cũng như email riêng của các thí sinh.

Cách thức tham gia:

Nếu bạn muốn tham gia cuộc thi, xin hãy bắt đầu vòng một bằng cách viết một đoạn giới thiệu bản thân bằng Tiếng Anh gửi về ban tổ chức theo địa chỉ email qbowriting@yahoo.com. Bài viết có thể được trình bày trên hệ soạn thảo văn bản word để đính kèm email hoặc viết trực tiếp trên email. Hạn chót cho việc tham gia vòng một là ngày 20/4/2008. Bạn có thể tham khảo các hứớng dẫn để nâng cao chất lượng bài viết được đăng trên diễn đàn http://ewcontest.quangbinhonline.com/

Những bạn vượt qua vòng một sẽ nhận được một email từ địa chỉ trên với các hướng dẫn cho việc viết bài luận tham gia tranh tài cho vòng hai. Mỗi bài viết tham gia vòng hai sẽ nhận được những lời khuyên từ ban giám khảo, hoặc trong trường hợp đặc biệt, từ cố vấn học thuật của cuộc thi để nâng cao chất lượng bài viết. Tất cả các bài tham gia vòng hai sẽ được đăng lên diễn đàn của QBO và trang web của tỉnh QB để tạo không khí hứng khởi và tính minh bạch cho cuộc thi. Tác giả có thể chọn tên thật hoặc bí danh (nickname) đi kèm với bài viết của mình.

Luật lệ

1. Mỗi thí sinh có thể tham gia gửi bài viết hơn một lần nhưng không quá ba lần cho mỗi vòng thi. Bài viết tốt nhất sẽ được chọn để đánh giá.

2. Thí sinh có thể sử dụng các công cụ hỗ trợ để viết bài (như tự điển hoặc các sách ngữ pháp) nhưng phải có ý tưởng và cách diễn đạt của riêng mình.

3. Nếu thí sinh tham khảo hay sử dụng (dùng lại từ một câu trở lên) ở các nguồn tài liệu khác thì phải thêm ghi chú ở phí dưới bài viết. Đạo văn hoàn toàn không được chấp nhận trong cuộc thi này.

Giải thưởng

Ban giám khảo sẽ chọn ra 3 bài viết tốt nhất để trao giải với giải thưởng cụ thể như sau:

- Một giải nhất trị giá $100 tiền mặt hoặc hiện vật có giá trị tương đương, kèm theo giấy chứng nhận của QBO.

- Một giải nhì trị giá $50 tiền mặt hoặc hiện vật có giá trị tương đương, kèm theo giấy chứng nhận của QBO.

- Một giải ba trị giá $30 tiền mặt hoặc hiện vật có giá trị tương đương, kèm theo giấy chứng nhận của QBO.

Ngoài ra ban tổ chức sẽ cấp giấy chứng nhận cho tất cả các thi sinh được lọt vào vòng hai. Giấy chứng nhận này sẽ hữu dụng cho thí sinh khi gửi hồ sơ xét học bổng QBO, cũng như một số cư hội cần chứng minh khả năng Tiếng Anh hoặc các hoạt động ngoại khóa của thí sinh sau này.

Nếu bạn là một công dân Quảng Bình chưa quá 22 tuổi, xin đừng bỏ lỡ cơ hội tuyệt vời này để chuẩn bị cho tương lai.

To whom it may concerns:

As we all know, the first round of the QBO English Writing Contest has been more successful than we expected. There were 137 submissions and the quality of the essays is pretty decent and uniform. In addition, there are some extremely good submissions that are impressive to the Judging Committee because of the content’s creativity, maturity, and progressive thoughts. This success, together with the contribution of some new sponsors, has increased the number and value of prizes in comparison to the original plan. We stay true to our statement that “The prizes should commensurate for the efforts of the organizers and the contestants.” The following lists the new set of prizes:

1. One first prize: $100 plus one Oxford Collocations dictionary.
2. Two second prizes: $50 plus one Oxford Advanced Learner's Dictionary or a pocket Vietnamese-English Dictionary for each winner.
3. Three third prizes: $30 for each winner.
4. Ten honorable prizes: $10 for each winner
5. One additional prize: $50 for the best essay of a contestant who is a student or alumni from the Quang Binh Gifted High School.
